The Department of Interior has published new guidelines and regulations for land into trust applications and “off-reservation” gaming applications. This session will examine how these regulations may impact pending off-reservation gaming applications, taking non-gaming land into trust and other issues.

The first half of this session will examine the history and impact of this seminal piece of tribal gaming legislation featuring some of the framers of the legislation. In part two, IGRAs much debated future will be discussed. What do recent court rulings on state compacts and revenue distribution mean; what are the continuing legislative challenges to the law? And is IGRA an intrusive tool of the federal government or a gateway to progress? Hear representative from both sides weigh in on this important moment in Indian gaming history.
